Monroe, La., sheriff arrested in computer fraud probe

Ouachita Parish Sheriff Royce Edward Toney has been arrested on computer fraud and identity theft charges, the AP reports. U.S. Attorney Stephanie Finley’s office said Toney’s arrest Friday stems from allegations he conspired with a subordinate to track somebody else’s electronic communications by accessing a computer without authorization. 

Toney and Michael Karl Davis, a major for the sheriff’s office, also allegedly used an AOL email address and password belonging to another person.

Prosecutors say Toney and Davis, who also is charged in the case, tried to conceal their activity from the FBI by reformatting and installing a new operating system on a computer.

Toney is charged with obstruction of justice for allegedly retaliating against a witness cooperating with the FBI.

Toney was elected sheriff in 2007 and didn’t seek re-election.
