The man who started it all wants improvements

Lt. Gov. Bill Halter, the man who was the driving force behind Arkansas’ movement into lottery territory, now wants to see changes made to both the lottery and to its scholarship fund.

According to the Associated Press, Halter told reporters today that scholarship applications need to be processed more quickly and that the definition of ‘non-traditional’ students needs to be refined.

Today marks the one year anniversary of the Arkansas Scholarship Lottery.
